Some additional data points for detection of JBIG1/JBIG2 in libmagic:

The ITU specifications for both formats are now freely downloadable.

JBIG2 has a header containing an 8-byte signature:

There is a sample JBIG2 file in the jbig2dec source package:

jbig2dec-0.13/annex-h.jbig2

For JBIG1, you could import the detection code from jbigkit, which
seems to reject files based on heuristics of the header parameters.
