These files are generated. If it's from tarballs... Perhaps I upgraded my SWIG and autoconf to newer versions between packing tarballs for 1.6.4 and 1.6.5. You can safely ignore the diffs which are not in https://github.com/znc/znc/compare/znc-1.6.4...znc-1.6.5 But I don't know how mixing files from 1.6.4 and 1.6.5 tarballs would affect debian package version number.
