These manual pages recently (about 3 meeks ago) migrated from the upstream keyutils project to the upstream man-pages project. See http://linux-man-pages.blogspot.de/2017/03/man-pages-410-is-released.html . They have been removed in the upstream keyutils project in its latest release 9which happened a week or two back). So, the conflist should disappear for Debian as soon as the latest upstream keyutils release is packaged.
