You seem to have a preseed file: https://people.debian.org/~pkern/preseed-s390x-auto.cfg with: tasksel tasksel/first multiselect standard Setting tasksel/first=standard on the kernel cmdline skips tasksel here. Not unexpected I'd suppose? KiBi.
