Dear release team,

please unblock debian-astro 1.0.

Debian Astro contains metapackages for the Debian Astro Pure Blend, and
the 1.0 version is the latest synchronization with the Debian Stretch
repository.

This fixes bug #860095 "Debian Astro Pure Blends metapackages not
up-to-date", priority important.

Relevant changelog:

- TOPCAT is an interactive graphical viewer and editor for tabular data.
