Dear Maintainer,

   * What led up to the situation?
     The need to edit large images

   * What exactly did you do (or not do) that was effective (or
     ineffective)?
     removing the limits, defined in /etc/imagemagick-6/policy.xml

   * What was the outcome of this action?
     I was able to use IM again :-/

     On this topic:
     I believe the limits are meant to make life easier for admins of 
webservers. Users on desktop machines have to have root access and the 
knowledge to find this file, and how to change it correctly. IMHO, this is not 
a good idea. I think an admin will have higher chances of finding that file and 
change than a desktop user!
     Please go back and make it a vanilla IM file again!
