Every system comes with perl-base. The full perl package add a many megabytes 
of libraries which is a problem for space-constrained systems.

Isn't the whole point of perl-base that packages won't have to depend on perl 
just to run a few scripts?

The openssl package ships perl scripts. Those scripts require perl which
means that this package depends on perl and this dependency is
automatically added by debhelper as per policy.

Why the need for the `openssl' but no `perl' package? I don't have a
single a box around without perl installed.
