Package: buildd.debian.org

Hi,

apparently on experimental, packages build-depending on locales fail to
build because open-infrastructure-locales-c.utf-8 gets pulled in.

For the rational why o-i-locales-c.utf-8 is usefull, see its manpage:

Before the package got uploaded, I carefully checked that this doesn't
break anything (and it doesn't on stable/testing/unstable, nor on
unstable+experimental). For reasons unknown to me, it causes problems
only on the experimental buildds.

I was unable to reproduce this with either a normal sid chroot with
experimental added, nor with (albeit probably incomplete/wrong) try with
a sbuild sid-experimental chroot.

Can anybody have a look at this why it's failing? Bug with references is
#859912
