It seems README.Debian contains incorrect information - there is no
python-utidylib (and any other binary) package in http://mentors.debian.net/
I included deb http://mentors.debian.net/debian/ unstable main in my
sources.list and got this error:

404 Not Found

Btw, there are several new versions (0.8.5, 0.8.6 and 0.9.9) of epox
released some time ago, so maybe it's a time to upload new version into
Debian ? ;)
