The packaging for App::LedgerSMB::Admin has been ongoing; however, there has been some discussion by upstream of moving the content of the module into LedgerSMB itself. It's mostly the library modules that it uses in any case and for the functionality to be expanded like they have been thinking, it also needs resources that are only available in an existing LedgerSMB installation.
