Hello,

the htpasswd module is broken since quite some time. Apparently, the
'StrictVersion' function from 'distutils.version' fails to parse the
python-passlib verion string in Debian ('1.7.0.post20170423015547').

A PR for the Ansible htpasswd module exists[1] which replaces the
'StrictVersion' with 'LooseVersion'.

I can confirm that the patch from [1] fixes the bug on Debian Stretch
systems.
