Just nitpicking the phrasing and adding markup.

Typo: s/Debbian/Debian/.

"No longer part of Stretch" and "is not part of Debian Stretch
anymore" give the impression that the package has been removed from
the stable release rather than falling out of Debian testing/unstable
before the freeze.

(Also, the standard this document follows is lowercase release names).

Missing word: "the package 'targetcli-fb'".

No problems here.  So:

   <section id="iscsitarget">
    <title>iSCSI Enterprise Target no longer supported</title>
    <!-- jessie to stretch -->
    <para>
     The iSCSI Enterprise Target (IET), packaged in the <systemitem
     role="package">iscsitarget</systemitem> package in previous releases,
     is no longer in Debian, as it will not work with recent kernel
     versions, and the project has seen no development activity in recent
     years.
    </para>
    <para>
     Users of IET are encouraged to switch to the LIO stack, which is
     fully supported in Debian stretch. The package <systemitem
     role="package">targetcli-fb</systemitem> provides the configuration
     utility for the LIO iSCSI target.
    </para>
    <para>
     As the LIO stack was developed independently of the IET, the
     configuration has to be migrated manually.
    </para>
   </section>
