Hi Bill, 

i run into to same problem on a Dell Optiplex 780. 
This was running with Debian and Xen since 2011 without any trouble on that 
box. 
After upgrade to Debian 9, xen 4.8 wont start anymore. 
But i can start Debian 9 without xen on the box. 

I saw you are running on a Dell R610 with bios 6.4.0. This is the latest bios 
for your box. 
I am currently pretty sure, i'm not running the latest bios on my box. 
The question would be, what setting would be wrong, if it depends on bios. 

For testing i have some Dell T710, i will try this week to find out more. 
Unfortunatly i have already deleted Xen 4.4 from Debian 8 from my box.
