Well, perhaps. The problem is that I can reproduce this on a fresh system
installation by just triggering a reinstall:
rharwood@seton:~$ sudo aptitude reinstall docker.io

Note that I haven't done any configuration or anything here, just installed
the package and then asked for a reinstall.
