The ls output shows that it is world-readable and an ls on my system
shows me that all other files under /etc/logcheck have the same permissions,
too (for plain configuration files I see no need to hide them from ordinary
users by setting the last bits to 0 anyway, btw).

Did you get any error message that says that the file was not accessible?
