Well, how about just adding:

:include /etc/joe/joerc

at the end of your ~/.joerc? :)

(BTW, if you happened to use -asis as a crutch to enable the display of
non-ASCII characters, that's no longer necessary, there is proper locale
support now.)

I have had the above in my .joerc since God knows when... but it's
possible that it was introduced in the 3.x series. I'll have to add it
to README.Debian.
