Oh, I was under the mistaken assumption that cpio was an essential
package - but I just checked and indeed, it is not, it's "just"
Priority: important. I must confess that I've never tested
tiny-initramfs on _that_ minimal of an environment. I'm upgrading the
bug severity to 'serious' as a missing dependency clearly violates
Debian policy.

Please add cpio as dependency similar
to initramfs-tools-core.

Yes, I'll do that. Since you're reporting this from Stretch: are you
using this package on Stretch systems? If so, I'd also ask the release
team if they'd consider a stable update of the package for the next
point release of Stretch (9.2).
