wkhtmltopdf 0.12.3 doesn't work without X.
When called without the DISPLAY environment variable set it exists with error
code 134 and on the error output you read:
QXcbConnection: Could not connect to display
According to the following link, I expect that this would be fixed in upstream
version 0.12.4 (current):
