I'm not the maintainer but since I subscribed to keepalived I thought I might save him some time (hope you don't mind, Alexander). This kind of request (asking for a more recent version) is usually wishlist, and not important: you don't specify what it would fix beside "having the latest". Also, be aware that even if the latest version is uploaded into unstable and migrate to testing, it's usually not updated on stable, where only security fixes and important bugfixes should go. That said, when the package is uploaded, and has reached testing, you can request a backport by asking (nicely) to debian-backports mailing list: check https://backports.debian.org/ for details. (there has been backports of keepalived in the past, so I don't think it would be a problem, but again, I'm not the maintainer of this package).
