Hello Stephen,

in Windows the concerned application entry in the task bars starts
blinking if there is a modal dialogue.

As you correctly remarked KDE does not provide any clue.

And the "fun part" exists already on single screen, if the application
that opens the dialogue is hidden by another one: KDE autostarts all
applications that were open on closing. Thunderbird is still amusing
itself while I am already busy in konsole. And suddenly the the panel
starts hiding the last line of konsole. That is when I am no longer amused.

So one solution could be that KDE also implements blinking the relevant
tab of the panel.
