Dear Maintainer,

When executing "python3 -c 'import plotly'" I get the following output:

directory or to our '~/.plotly' directory. That means plotly's python api can't 
setup local configuration files. No problem though! You'll just have to sign-in

Subsequently, plotly does not seem to work.

Of course I do have write access to my home directory.  There is no ~/.plotly 
directory, but if I create it, the same error occurs.
