It seems ftp.it.debian.org does not provide rsync (right now).
I don't know what's up with that right now, but we generally recommend
mirrors not sync directly from service aliases such as
ftp.<CC>.debian.org in the first place, as only http is guaranteed to be
available at ftp.<CC>.d.o sites.
Maybe sync from some other host such as debian.ethz.ch or
ftp.halifax.rwth-aachen.de?
