I have this issue every time I boot my sid system, and: # /etc/systemd/system/console-setup.service.d/override.conf [Unit] After=systemd-tmpfiles-setup.service solved this for me as well. A similiar override.conf is recommended for keyboard-setup.service. Before this fix is put in Debian's package, "DefaultDependencies=no" should be overthought as well.
