Not sure if this was the case in 2010. It is likely, but I don't know anymore why I thought at the time that /etc/hosts wasn't being read. In retrospect, it could have been a bug in the glibc NSS implementation regarding error handling, and not in OpenVPN. We did fix a couple of those over the years.
