Upstream has fixed the issue for 0.10 (but this seems to be a major change). In the mean time, this is really annoying. As a workaround, I tried to change the symlink /etc/systemd/system/multi-user.target.wants/fail2ban.service by a file where I added "TimeoutStopSec=3s" in [Service], but this didn't have any effect.
