.config is the configuration of the openwrt build,

target/linux/ramips/mt7621/config-4.4 is the base configuration for the kernel, build_dir/target-mipsel_24kc_musl-1.1.16/linux-ramips_mt7621/linux-4.4.52/.config is the actual kernel configuration file.
