Because there are already so many files in debian/ and I liked the idea
because it manipulates the source (like a patch).

Anyways, the "I intend to" ship has sailed. Multiple packages now use
fp-fix-timestamps and I don't think it is worth the hassle of changing
fp-fix-timestamps to move the location (and be backwards compatible in a
smart way) and adapt those packages. Overriding lintian (as those
packages now do) is easier.
