iw fails to cross build from source, because it uses the build
architecture pkg-config instead of the host prefixed one. The attached
patch supplies a suitable PKG_CONFIG variable and thus makes the cross
build work.
It would be nice to include this fix in the next uploads, since it's a
quite popular package, and it would help bootstrapping new
architectures.
