Previous version of 'python-docutils' installed the 'rst-mode.el'
file, giving an Emacs mode for editing reStructuredText files. This
file is removed and not re-installed when upgrading to version 0.4-1,
and the changelog makes no mention of this change in functionality.

I hope it is merely an oversight, and that 'rst-mode.el' can be
restored in the next upgrade of the package.

If, instead, there is some reason this file was deliberately removed,
please explain why in a bug report, and reference it in the changelog.
