If that doesn't help please try disabling APM by setting it to 255. You may have more luck with idle3-tools, but no idea if this tool is applicable to WD Blue disks. It's rather the disk firmware and not the OS handles the spindown in this case. So I think in general it's better to avoid disks using exotic features.
