Unfortunatly cowsay-off is a recommended package of cowsay, this is definitely questionable (i would consider it to be a bug)! About the legal issues: There are countries in which the possession of certain content is enough to be sentenced, in particular for example child pornography but also zoophilia. No distribution or "usage" is required. My suggestion: Make cowsay-off only suggested and ask for confirmation on install.
