It might be, but I failed to recreate which is a pre-req to fix and confirm-fix it. It only happens in the Ubuntu autopkgetst infrastructure which mostly are openstack driven KVM guests. I assume part of the network setup there conflicts with how named is set up by resource-agents. Lacking a good way to really debug/fix it I decided to mask just that test - which I considered much better than a force-badtest hint which would have ignored all of them.
