There are no changes needed to the packaging for this transition (rebuilding in an up-to-date sid environment will automatically generate updated dependencies), but since astropy-utils is an arch-indep package depending on pythonX.Y, it cannot be binNMUed. A source-only upload (without any maintainer-built .debs) is preferred.
