Source: debconf Version: 1.5.65 debconf's GNOME backend is one of the last things in a default Debian GNOME (or Ubuntu 18.04) install that still needs gtk2. Here's a wishlist tracker bug requesting that debconf's GNOME backend be switched to gtk3.
