The package already left testing because of a FTBFS problem due to fontforge. See #878598. It is unlikely that upstream will fix either the fontforge problem or the poppler problem because upstream lacks the time to continue maintaining the software: http://pdf2htmlex.blogspot.de/2016/12/looking-for-new-maintainer.html https://github.com/coolwanglu/pdf2htmlEX/issues/726 If this situation doesn't improve, buster will probably ship without pdf2htmlex, so please don't let your poppler transition be hindered by this package.
