The package already left testing because of a FTBFS problem due to fontforge.
See #878598. It is unlikely that upstream will fix either the fontforge problem
or the poppler problem because upstream lacks the time to continue maintaining
the software:

If this situation doesn't improve, buster will probably ship without
pdf2htmlex, so please don't let your poppler transition be hindered by this
