Yes. Actually this is a quite standard sentence which I copied/pasted over in the d-i i18n doc. However, I think that having some translators with commit access to debconf SVN is not a big issue. We will still need a "translation helper position" (the one operated by Luk) so that we do not require ALL translators to use SVN....or force the maintainer to handle l10n stuff commits. Knowing Joey as I now know him, I bet that if we ask him "is it OK to add translators to the committers list", his answer will be "fine by me..as long as they don't make errors that break builds and don't forget documentating their changes in debian/changelog".
