Package: decopy

Hi,
as the subject says, decopy should translate found licenses to at least SPDX 
2.x, so:
GPL-2  -> GPL-2.0
GPL-2+ -> GPL-2.0+
GPL-3  -> GPL-3.0
GPL-3+ -> GPL-3.0+

That would be the first step in the adoption of SPDX 3.0.
