I'm not sure what you mean by "Debian installer-specific" here. Are you booted into the installer environment and running apt-get in the target chroot, or something like that? I don't have a d-i handy but I don't remember it mounting /tmp noexec...

This appears to be a generic issue in debconf, so I'm reassigning it to debconf and merging it with the existing bugs tracking the same issue.
