There's a patch that has been submitted to upstream here:

It removes (not very cleanly) the "pagehash" functionality alltogether to
avoid this problem (-ph command line option).

This package has already been dropped out of testing so it would be
nice if we could complete this OpenSSL 1.1 transition to bring
it back into Debian testing.

Per, do you have plans to make osslsigncode compatible with OpenSSL 1.1?
Could you review the above patch and work with Reimar Döffinger and/or
Stephen Kitt to have something suitable for merge?
