It says "The initial policy [..] will be [..]", it doesn't say this must always remain forever the policy. Unless you're hitting it all the time, it's easy for people to forget about binary-NEW when NEW is mentioned. I forget about it all the time. I googled for "binary NEW site:https://lists.debian.org/debian-vote/2007/"; and didn't find any specific discussion around binary-NEW in the context of that vote.
