The tune2fs usage is to be found in the code at: https://sources.debian.org/src/spacefm/1.0.5-2/src/settings.c/#L10724 At the same place you'll also find other commands like mlabel (from mtools), /sbin/ntfslabel (from ntfs-3g), /sbin/btrfs (which no package in Debian ships but btrfs-progs ships /bin/btrfs !!!), /sbin/reiserfstune (from reiserfsprogs), /usr/bin/udevil (from udevil), etc. Except for udevil which is listed in Suggests, none of the others are mentioned in current package relationships. All of them seems to be used to populate some developer menu which makes me think they might not be part of the normal use for this application: https://sources.debian.org/src/spacefm/1.0.5-2/src/settings.c/#L10636 My conclusion is thus that it seems fairly safe to guess that at most it might be warranted to put e2fsprogs in Suggests.
