I think we can fully conclude now, that your approach doesn't work at
all *for Debian*.

This bug is still open. And now it carries more weight for actually
removing -Werror. Does anyone object to me NMUing the change?

So to me, this doesn't look like an upstream elfutils problem at all.
What it looks like is an overloaded maintainer (Cced):
 * Last two uploads were NMUs.
 * Last maintainer upload was in June 2017.
 * The Debian BTS has 5 bugs tagged patch.
