No, not necessarily. The directories are only required to exist in a newly installed system. I want users to have the freedom to remove them without those directories being created on base-files upgrades over and over again. (This is explained in /usr/share/doc/base-files/FAQ). BTW: Those directories are not the only ones which are not owned by base-files in the "dpkg -S" sense. See postinst for details. If you still think this is wrong you should suggest an alternative way to give users the freefom to remove those directories. Otherwise, I will also respectfully disagree and will close this bug again. Thanks.
