The Homepage header in debian/control lists

  https://wiki.linuxfoundation.org/networking/iproute2

but that page is 404. It's probably not supposed to be, there is a link to the same thing on

  https://wiki.linuxfoundation.org/networking/start

In the source package README it also lists

  http://www.linuxfoundation.org/collaborate/workgroups/networking/iproute2

but that seems to redirect to the same 404 URL as well.
The source README also lists this url for git:

  git://git.kernel.org/pub/scm/linux/kernel/git/shemminger/iproute2.git

which I was able to clone and has updates as of today so must be up to date... but I don't see it listed at https://git.kernel.org/. There is

  https://git.kernel.org/pub/scm/network/iproute2/iproute2.git/

which seems to be just as up to date, but I'm not sure which is considered canonical.

The Download URL listed in the source README is
  http://www.kernel.org/pub/linux/utils/net/iproute2/

and that works and appears to be up to date.

FYI- The wikipedia page also has the same broken links
  https://en.wikipedia.org/wiki/Iproute2

Probably upstream needs to fix things?
