You are trying to run an unsupported binary without following the
installation procedure on a system without compatibility mode. Let me
remind my counterexample:[2]

$ sudo dpkg -i hello-nolib64_0.1_amd64.deb
Selecting previously unselected package hello-nolib64.
(Reading database ... 55548 files and directories currently installed.)
Preparing to unpack .../hello-nolib64_0.1_amd64.deb ...
Unpacking hello-nolib64 (0.1) ...
Setting up hello-nolib64 (0.1) ...
$ hello-nolib64

No, I am not forcing anyone to do anything.[3] I respect your users that
love the /lib64 directory and find /lib/ld-linux-x86-64.so.2 ugly.
