Hi my group is also interested in this package being in Debian. It has been a great help to have Zed's package and the new packaging done so far seems a good improvement.
The licensing situation seems to be summarised here: http://forums.iraf.net/viewtopic.php?t=84858 and it seems grim. If there were a list of the bits that depend on NCARGRAPHICS perhaps they can be replaced by freely licensed code.
