Many users do not install documentation and do not care about copyright
and changelog files. I was going to propose this with Depends
source-copyright, but Recommends is technically more accurate and I see
no legal issues.

Yes, and package lists get bigger, I know. This scalability problem
should be discussed elsewhere.
