Unfortunately enabling PIE breaks usage of bash in qemu-user (see #889869) which makes it impossible to debootstrap any foreign architecture. So I uploaded an NMU (with Matthias Klose's consent) to revert that change and I re-open this bug instead. Or maybe we should use --without-bash-malloc in all builds. Because I just tested a build with PIE enabled and with the --without-bash-malloc configure flag and it does not trigger the problem reported in #889869. But I leave that decision to Matthias.
