This seems less likely to me now. I installed a clean (unstable) system
without any recommends enabled, ran octave in openbox on a vnc, and
everything worked fine.

Is it possible this is a video driver / OpenGL problem on your system?
Can you try running octave with LIBGL_ALWAYS_SOFTWARE=1 in your
environment? See also https://www.mesa3d.org/envvars.html for other
variables to try.

Best to use gnuplot if your system has problems with the default
GL-based plotting library.
