Yes, because it was put into the "oldlibs" section, probably by accident. According to the changelog, tor-arm has been made a transitional package, but stayed in section "comm" (IMHO should be rather "net", btw.) while the new package nyx has been put into the section "oldlibs" instead. So the "Section: oldlibs" header probably just has been placed into the wrong binary stanza.
